What is SDP?

More choice in how you live your life.

California’s Self-Determination Program offers eligible regional center participants more flexibility in choosing services and providers. Your goals guide the plan, and an individual budget helps put that plan into action.

Participation is voluntary. Your regional center confirms eligibility and reviews your plan under current program requirements.

Your SDP questions, answered.

Who can participate in SDP?

SDP is a voluntary option for eligible people receiving regional center services. Eligibility and enrollment requirements should be confirmed with your regional center.

Do I need an independent facilitator?

No. Working with an independent facilitator is optional. If you choose not to hire one, your regional center service coordinator can perform those functions.

Where do I complete SDP orientation?

SCDD is the approved statewide orientation provider beginning April 1, 2026. Contact your regional center for current orientation information and language options.

What is the difference between a budget and a spending plan?

Your individual budget is the amount available for eligible SDP services. Your spending plan describes how you intend to use it to support the goals in your Individual Program Plan (IPP).

What does an FMS do?

Financial Management Services help with payments and related administrative responsibilities. SDP participants must choose an eligible FMS provider. An independent facilitator does not replace your FMS.

Can SDP pay for any activity I choose?

Services must meet program requirements and support your IPP goals. An activity is not automatically covered simply because you choose it. Discuss proposed services with your regional center and FMS before making commitments.

How are facilitation services paid for?

Funding arrangements depend on your stage in SDP, the services requested, and applicable authorizations. We can discuss the proposed scope and payment arrangements before services begin.

What should I bring to the consultation?

Bring your questions. If helpful, have your current IPP, budget or spending plan, and a short list of goals available. You do not need to send sensitive records through this website.
